As Garu has said, this simulacrum certainly seems to be filled with more thought and sense than the real Morpheus displayed. I don't know what he will decide, and I would certainly like to speak with him myself before he makes his decision...

I've had both good and bad luck with them, myself. Sometimes they've dropped quickly other times it's taken forever to get 20. I don't think it's that the drop rate is higher or lower, it's just whether or not you're lucky.
No matter what the Simulacrum chooses to do, the less contact he, or anyone really, has with Popper, the better.
I don't have mine any longer, but I believe in the time I've played, I have had two of them in total. Both were, if I'm not mistaken, just loot from standard mission enemies.
