Are these items supposed to take an age to drop, due to the fact they're required for Box 4? I just feel like their drop rate compared to other collector loot from gangs is much lower.

I get that feeling sometimes too. But I guess it's just a subjective feeling because you are looking for it and you get tokens from other gangs "more often" because you don't really look for them. Power of the mind, eh?
I've had both good and bad luck with them, myself. Sometimes they've dropped quickly other times it's taken forever to get 20. I don't think it's that the drop rate is higher or lower, it's just whether or not you're lucky.
