NPCs often seem to fire through walls, objects and closed doors because they began the attack while they still had a clear shot. I believe this accounts for a large portion of players' 'buggy' experiences in mission areas.

Don't forget, Agents have to be strong enough to make up for their lack of AI. If they weren't able to kill you almost immediately then anyone with hyperjump would be immune altogether.
