I think questions like these don't have a definite answer. The Wachowski's probably wanted us to make our own minds as to why and how things happened in the matrix so everyone views it from a different perspective.

Thats strange. You must have write code at level 17 for the programmer abilities to be level 17. Maybe there is something which is downgrading your write code by one level.

I found its best to be stealthed all the time in a solo mission and ignore the enemies until your high enough to have some really powerful moves that do alot of damage.

You can use a hardline to buy abilities by accessing the marketplace but it doesn't always have what you want and if it does the person selling it can put a ridiculous price on it which I don't understand because they will never sell it.
