Lowbies duel more often I've seen, or I just challege as a lowbie all the time to make up for pvp. On vector the only real lowbie pvp there is is you run into another mission team and attack or theres at mara there may be a lower lvl patch...

I view Vill's as the best option for sure but if for some reason that can't be done with the gear or with it being a trader that you get your missions from (idk really any reason it wouldn't work). Is you have the normal missions you have...
