There are lots of NPCs with single-target heals, and those are still supposed to work. By "not working" do you mean that the NPC being given the heal isn't actually getting any health back?

NPCs aren't supposed to have AOE heals/buffs. Although...it occurs to me now that I did give them to the Tigers back when I made those Pandora's Box NPCs. I wonder how I managed to forget about that when we switched all the AOE heals/buffs...

Hmm by the way I think I'll have that annoying thing with motorcycle and catsuit sleeves sticking through long gloves fixed in the next update. Until then, a weird workaround is to wear leggings under the suit (go figure :p).
