Not nessarily, but yes the key 'named' characters in missions wont be able to be attacked or killed. But you'll find the rest will most likely be.

Well as you're on Vector, once you go over level 16 you'll be flagged for PvP. So you'll be able to be attacked. You should be able to attack players, but not NPC's who aren't flagged for combat.

Well I don't go around looking for factions or links, so if any are missing it is because a) Key personnel in the Faction in question has never registered and submited their link or b) never informed me of their faction link for inclusion....
