Here is a list of in-game states, their effects, the abilities/tactics that cause them, and the abilities/effects that need them.

  • Dazed -- Ballistic, Melee, Thrown, Viral damage -5 pts NOTE: This state is a prerequisite for certain attacks/effects. Applied by: Speed, Dazzling Throw, Deadly Throw, Suplex, Sever Artery, Throat-Cutting Throw, Code Shock, Harrying Attack Needed for: Subduing Throw (causes Stunned), Paralyzing Throw (causes Stunned), Head Butt, Dim Mak Strike, Wooden Dummy Drill, Machinegun Kick, Sliding Volley, Full Auto Redux, Pistol Whip
  • Staggered -- Toughness - 5% NOTE: This state is a prerequisite for certain attacks/effects. Applied by: Power, Deadly Throw, Suplex, Sever Artery, Subduing Throw, Staggering Throw, Code Shock, Harrying Attack Needed for: Throat-Cutting Throw (causes Powerless), Piston Kicks, Ki-Charged Punch, Ki-Charged Foot Sweep, Full Auto, Three Round Burst
  • Off-Balance -- Inner Strength Cost Reduction -10% NOTE: This state is a prerequisite for certain attacks/effects. Applied by: Grab, Leg Throw, Suplex, Sever Artery, Subduing Throw, Throat-Cutting Throw, Freedom of Joints, Code Shock, Harrying Attack Needed for: Deadly Throw (2x damage), Guard Breaker, Triple Front Kick, Counter-Throw, Aerial Takedown, Tomo Nage, Pistol Slide, Dual Pistol Point Blank
  • Powerless -- Inability to use abilities Applied by: Pistol Slide, Pistol Barrage, Dual Pistol Point Blank, Punch Reversal Catch Slam, Ki-Charged Foot Sweep, Dim Mak Strike, Wooden Dummy Drill, Disabling Shot, Throat-Cutting Throw, Zone of Powerlessness
  • Stunned -- Inability to do anything, Combat Tactics -20 pts Applied by: Pistol Aerial, Ki-Charged Punch, Machinegun Kick, Wrist Throw, Piston Kicks, Extreme Falling Kick, Reverse Bull Dog, Wounding Shot, Three Round Burst, Deadly Shot, Concealed Shot, Sniper Shot, Subduing Throw, Area Disruption, Devastation Field, Stun 1.0, Stun 2.0, Code Shock, Bash, Stun Pulse
  • Confused -- Inability to use some abilities or change tactic Applied by: Counter Throw, Suicidal Butterfly, Topsy Turvy, Cartwheel Escape
  • Rooted -- Inability to move NOTE: This state can sometimes be broken by damage, depending on the ability it is applied with. Applied by: Immobilizing Shot, Paralyzing Throw, Covering Fire, Suppression Fire, Pinning Fire, Crippling Throw, Code Freeze 1.0, Code Freeze 2.0, Lockdown 1.0
  • Enraged -- Inability to leave close combat or regenerate IS while blocking NOTE: This state is forced by wearing an Overdrive Bandana. Applied by: Dual Pistol Dash, Ki Burst, Tomo Nage, Sidekick Combo, Back Roll Escape, Overhand Smash, Bullet Spray, Controlled Burst, Sliding Volley, Direct Fire, Full Auto, Infuriating Assault, Enrage Foes (Hacker), Enrage Foes (Coder), Bash, Enrage 1.0, Enrage 2.0
  • Evading -- Attempts to resist close combat NOTE: This state can be broken by attempt(s) to force you into close combat. Applied by: Evade Combat 1.0
  • Stealthed -- Invisibility NOTE: This state is broken by damage, unless applied by Invisibility. It is a prerequisite for certain attacks. Applied by: Disguise, Sneak, Escape and Evasion, Invisibility, Concealment, Smoke Bomb, Vanish Needed for: Spinning Backsweep, Disable Evasion, Distraction Blow, Bull Dog, Ghost Strike, Diving Frankensteiner, Drop Kick, Leg Throw, Dazzling Throw, Suplex, Staggering Throw, Freedom of Joints, Spin Throw, Weakening Blow, Topsy Turvy, Punt, Warding Blow, Reverse Bull Dog, Sniper Shot, Concealed Shot
  • Concealed -- Invisibility NOTE: This state is broken by movement and damage. It is a prerequisite for certain attacks.  Applied by: Concealment Needed for: Sniper Shot, Concealed Shot
  • Pacified -- Inability to do anything NOTE: This state is broken by damage. Applied by: Freeze System 1.0, Freeze Area 1.0, Freeze System 2.0, Freeze System 3.0, Code Stop 1.0, Freeze Area 2.0
  • Blinded -- Toughness -15%, Combat Tactics -30 pts Applied by: Pistol Whip, Misdirect Punch, Flash Bomb, Blinding Throw, Smoke Bomb, White Noise, Disrupt Inputs 1.0, Code Flux, Code Shock
  • Fly Virus -- Turns bluepill into a swarm of flies NOTE: This state is only acquired by "Corrupted" NPCs. The Patcher's Hat, Patcher's Bandana, and Patcher's Headgear grant immunity from this state.
  • Festive -- Ability to be hit with snowballs NOTE: This state only works during the Holiday Event. It is applied by wearing a Red Holiday Hat or a Green Holiday Hat, and when hit by a snowball, your hat loses stability.
  • Sitting -- Inner Strength Regen Rate 200%, Health Regen Rate 300%, Melee, Ballistic, Thrown, Viral Defense -200 pts, Increases Damage Taken
  • Effects of Combat -- Inner Strength Regen Rate -80%, Health Regen Rate -80%
  • Disarmed*
  • Impaired Connection*
  • Mezzed**
  • Wounded**
  • Slowed**
  • Hastened**

My understanding of it is that anything that appeared directly under your 2nd row hotbar was either a buff or a debuff, while anything that was under your status icon thing in the upper-right hand corner was a state. Obviously, some debuffs promote states, example: Immobilizing Shot. When affected by this, an image of the ability appears on your buffer AND you get the "rooted" state.

Usually the term 'states' is only used to refer to the three specific conditions I mentioned earlier, hence the term 'state-specials' which require one of those 'states' as a prerequisite.

Yes, but if you read the ability description, it has a topic titled "States". With Disabling Shot for example, under the topic States it says, "(50% Chance) Causes Powerless: 4secs". Also, when you look at a move like Suplex, under its States topic, it says, "Causes Off Balance: 15secs Causes Staggered: 15secs  Causes Dazed 15secs". Not only are dazed, staggered, and off-balance states, but as are the rest of the list. Only those three states are prerequisites for certain abilities, though, as you mentioned.

There is Sitting Effect.
From cr1, there is Disarmed and Impaired Connection.
Some that didn't make it into the game, Mezzed, Wounded, Slowed, and Hastened.

Dazed, Staggered and Off Balance are required for "State Specials" as people call them but also have minor debuffs of their own. I think their debuff scales according to level aswell.

At lvl 50 Dazed reduces all damages by 5 points, Staggered reduces toughness (All resistances) by 15% and off balance increases IS costs by 10% (I think).

I am pretty sure Fly virus doesn't appear under your name, it is a virus that appears under the hot-bar.

The Zombie and Smith Virus don't show up as states on you. Corrupted have their own state on them called something along the lines of "Fly Virus" on them.

Its basicaly an enraged plus powerless, but does stop from changing tactics.

Pacified: Would be directly behind Stun if it weren't for the fact that it simply breaks on damage. Sucks. Only useful for 1v1, if at all.

Confused: Though could be ranked higher than plain powerless, since it only locks certain abs and not all, much of that usefulness is lost; plus a loss of tactics would need to be timed extremely well to be of real use in PvP
Powerless:  Always useful.
Stunned: You win, period. You can't run, h4x me down, plus you can't hit meh, well. Got a touch of cr1.


Sidenote (disregard since it's off-topic):
Also, that makes a good comparison as to why Bedlams are fairly underpowered in contrast to Clamors:
  • Clamors have a base 15% chance for stun, Bedlams a 10% chance to blind, while at the same time being 60% slower than Clamors
  • In a 10 second timespan you have a chance of 60% to stun someone with Clamors (4 shots), but only a 25% chance to blind someone with Bedlams (2.5 shots)
That's hardly fair for "equal" collector items. Also considering the usefulness of states between Blind and Stun, this makes it even more ridiculous.


Edit: Yeah, stun does -20 CT, just confirmed it again.

I'm pretty sure it's obvious that the sitting effect lowers all resistances. Why doesn't this show on the details of the state? I wanted to add this, but I don't have an exact number.

It doesn't say so on the details of the state, but I recall something like that too. I might have to investigate.

Correct me if I'm wrong, but isn't your math on the 10 seconds incorrect? You wouldn't add the percentages, it would still be a 15% chance. According to your math, with 7 Clamor shots you would have a 105% chance of stunning, which is obviously not the case.
