I have been running around restricted areas for about an hour now hitting harlines and talking to vendors and exploring but an access agent has not spawned or attacked me or anything. Isn't that supposed to happen? (I want it to, im curious)

If you mission or fight gangs the possibility of an agent increases.
Once you enter the area, begin using abilities (evade shield, hyperjump, etc) and it will greatly increase your chances of spawning an agent. If you're Zion in particular, you'll win either a level 100 Agent or spawn the standard level 255.

I've noticed it has a higher chance of spawning on people that are a high enough level to get the node key, but don't get it. However as for low level characters that can't get the node key yet, they seem to have a much smaller chance of attracting an agent.
In the middle of your screen at the bottom is a meter. No it's not broken or useless. It's there to tell you how close you are to a 255 spawn.
Lucky you, I visit downtown or even WestView (@ lvl47) and most times have an Agent spawn straight away

For me, they only spawn when I'm in the yellow-orange (almost middle of the meter) and I'm missioning.
