Most definitely not true as I tested it with melee clothing. Started off with base Melee Acc 140 or so. Added 10% melee acc buff clothing. Checked the tab, Melee Acc stayed at 140.

Clothes do not buff the "Accuracy" stat as stated in the combat tab. Putting on clothes that say "Accuracy Bonus" does not have any effect on the Combat Tab of your Character info, but the bonuses are still applied somewhere along the line...
