The servers are down at the moment, so I'll check when they're back up, but I believe there is a setting that makes the edges of the window a sort of drag "hot-zone". Perhaps turning that off will help. It's only a thought, I'll confirm it...

Well your only real option at this point is to restore to the most recent system restore point because under Vista Control Pannel > Default Programs > Set associations .exe files do not show in that list as a Vista safety precaution.
