options.cfg also has screen resolution/windowed parameters. Possibly these are overriding useropts settings. The game also has resolution/windowed command line options, which are probably possible to use when launching the game somehow, so...
There was a network outage this morning that affected various things across SOE servers. It's supposed to be mostly sorted out now. /crossfingers
Try clearing out Internet Explorer's cached data. The in-game UI for things like the Scanline receivers, The Sentinel, and the cinematics is really just running over an IE window.
