Yes, its one of the few real unique items you can pick up for "winning" an event. The other being perpetual fly virus, and of course the FM-1500. All you had to do to get the fly virus was act like a total jackoff during an event, do thing...

Load up all of sniper, down to expert riflemen, and then fit SMGs down to the sliding volly. Now you can take an opponent down by about 50% with a power tactics/line up the shot/fire arms skill shot. Then if you can, keep hitting power tac...

The events that have lead to this have in no way been scripted at all. However, the devs have turned it into part of the story, as seen in the event thread.
