I think it's safe to assume he means Mega City Time, which is equal to Pacific Time and is usually what is meant when times are referred to IC. Mega City runs on Pacific Time, so that would be my guess. All of the other events have been on...

Their ghosting ability will probably be a modification of Master Shadow. Perhaps Master Shadow with a greenish tint rather than black...or perhaps it will utilize some sort of disguise mask, since the RSI actually changes form when they do...
