Must be something going on wtih EPN seeing those names are from epn members. Maybe some code bombs to be planted so EPN can just deny having a part of it and pretend they aren't terrorists??? 
If I were you, I'd be more concerned with EPN.
It is they who, in Neo's name, constantly disrupt the truce with their seemingly random violent outbursts.
They are the the most visible threat to co-existence, and not those evil, evil machines.

You must have missed it then. Each site on all servers was hit with a different speech at precisely the same time from what I was told. Though things didn't go as smoothly on Recursion due to an Unlimit attack at Club Jetsam.

The Joker didn't really say much of anything, actually he was standing around quietly and his responses to peoples questions were mere shrugs and blank stares. So unless he communicatedf with anybody through pm's, his appearance was an odd one at best.

Oh there were quite a few people there... I was there, saw the guy who suppousedly was going to say something, but mum was the word when I was around him which was from 3pct forward... joker showed up later and did some pantomime, then Mr. Nail, but by that time I had other things to do in RL. So..... yeah I think your first post was spot on.

It is my understanding that there was several speeches made in different locations in megacity, not to mention this was done across all the instances at the same time.
I'm not sure if the speeches were the same across the board, since I remained in 1 location during the entire time.
It was mostly a pep talk concerning Neo's remains and our continued struggle against the machines to get it back, and though many people took it as a dissapointment I think we should see it as a nice introduction to a multi-stage multi-day event.
And we must keep our eyes and minds open to w/e comes next.
