Knife Thrower is only useful in PvP for the most part. And only really at level 50. You need: Focus RCT Clothes DR Clothes(for other knife throwers and gunmen) 400 VD(for Hackers) CT Boosters IS Regen

By CDR do you mean Melee DMG Resistance? Melee and Ranged DMG Resistance cap at 50% at level 50. As far as I know DR has no cap.

Confuse prevents ability use and roll out. Not sure if it prevents/stops change of the 4 normal attacks.
