Zacharias doesn't count. If I recall, you were getting decent frame rates, but poor ping, correct? So your video card should be fine.

Thanks Antitux. Norton specifically, but any Antivirus could definitely cause slow download times, and I would recommend you make sure any you have installed is disabled.
Some of those files may be out of date, but the Profiles folder should definitely be there. Did you try running a Windows search (Windows key + F) for those file and folder names?
If deleting those files did not completely resolve your issue, then I doubt it is a file problem with the game. Give Tenshi's excellent suggestions a shot and let us know what happens.
