I'm really liking the idea of sewers. Just like the places in Enter the Matrix where there's tunnels which expand into great underground 'caverns' used for meeting places. Put a 'sewer gang' in there, a mission contact and a HL, and yess!!...

There's a couple of bridges linking Westview to Richland on the West side. Downtown and International are accessible via the Subway in the North of Richland. Tag a hardline which will make it easier to return in those districts.
