I had the same problem with Tomo Nage. The special went all green, I did the animation, but no damage was done and that round of interlock didn't even show up in the system window. I tried to get it to happen again, but couldn't reproduce...
The one in downtown is gigantic too. I tested to see where the limits were and I could see the same person from S. Vauxton W all the way through Historic to Chelsea. It's a little insane.

You used to be able to use the "Special Button" in the elevator. But now you have to complete the Pandora's Box arc 4 missions. One of the last parts is to go and meet the Merovingian. You meet him in Club Hel.

The government building has a lot of open floors. You just have to keep hitting that darned elevator button. But I encourage you to explore Thee Mega City. You will find places you wouldn't even think existed.
Love the barrens. I went from level 20-50 all within the bounds of Manssen Park and Stamos. Plus go to Lakeside Park in Guiness Lake. One of the nicest spots in the game, if you kill off the gang members first.
