Mm, I reccommend either Assasination or Infiltration or Courier missions till you get to lvl 30, when you can start choosing where to run the missions and the controller starts giving you more slack.

What level are you? I'd try starting it in the southern part of Richland (ie. Appollyn, Dannah Heights, Eschean Projects); that should send you into the southern part of Westview (Sobra Shores, Southard), which are the... less hostile part...
