Well, I'm not sure why the AOE heals do more, but it's the same with hacker. The AOE hacks do more damage than the single hacks, but in that case, the AOE hacks use more IS. If you look at the details, the singles have more HPS, but I dunn...
AOE heals will also cause NPCs around to attack the healer instead of whoever is doing most damage, whereas the single heals don't.

I'd say chapter 6 and 7. I haven't done any in a while though. I know 6 you are mostly running around talking to Utley, and I think 7 is a lot of talking too.
