There's been no word on new districts, but according to Andy Kaplan there will be new constructs and the older ones will be given some updates. But this won't happen for some time. And I doubt new districts will be in the game anytime soon...

From what I've seen, this happens because the game's "hit or miss" calculations are completed before you can take cover. I rarely lag and this still happens, so I highly doubt it's lag.
