Something i have noticed latley. If i tried to draw someone into contact na dthey had their shield up, i'd have to wait about, what? 5 seconds before i could try again. But with NPCs, they can try one right after another. It's like they do...

I've had a wee search around the Tech suport forum. Try giving your router, modem and computer a reboot. Looks like that fixed it for a few people.
