That's my biggest problem with the update by far. Solution: Make them dual-purpose critical missions. If you just want the storyline, then provided you have enough rep (60 sounds fine by me), and you're willing to risk missions instanced D...

Too much hassle to track down and police permabanned characters that create a new account. They can always get started with an SOE gamecard (trust me they're still out there). Those dont require an address or anything.
