I don't recall the time needed to spend in the area after the mission stage has been completed to get the Agent spawn, but there is plenty of time to finish off any NPC's and still amble out.

It'd be the time you logged on, probably caught the lowest point in the day. Syntax is in fact the highest populated server with Recursion hot on it's heels. Vector doesn't have as many but that's mainly down to it being the hostile server...
