Funny, I raised my Agent Meter all the way into the red once and got no Agent spawn for a good time. Whenever I get a 255 spawn is when I'm sitting and idle for a little while or something.

When you shoot an NPC, an NPC nearby will sometimes take notice and shoot at you. When using a silenced weapon, this, and Agent spawns, will happen less often. This is where the "noise level" comes in.
