Wow never thought of Jacobs until reading the recent posts, Definately a spot to watch during that time.
So possible spots are
the 4 churches, the ascension monumnet, Jacob's Ladder.
My bet is on on the latter two, more so to Jacob's. the meeting rooms there are better for private conversations, In fact that is an old meeting place for Morpheus' Legacy from just after launch.

Fallen Wrath (known 'Handle' of Rebecca London) was also present and appeared to claim responsibility for their deaths before exiting the area.
Reports suggest that shortly after, a number of Operatives who had responded to the situation gave chase to 'Fallen Wrath' and that she then proceeded to take her own life, possibly in order to avoid interrogation.
