as you can see I only get the proxy technician aura buff, the proxy master buff is not appearing int he actions pannel. I talked to some others in game that experienced this as well, so i thought it was worth posting.

Jeez, is this still not fixed? Devs, this was bought up three patches ago. You can't have a tree without a title buff.
ive noticed this with more then one tree and ive also seen a few other bugs in the actions panel ill see if I can get a screen shot of the other bug where the abilitys apear in the wrong section.

Yeah, I noticed Proxy Master missing today and sent in a bug report. Glad others have noticed this. It looks like they're trying to make it like Utility Master (a passive buff plus one you need to click), as opposed to what Proxy Master does in CR1 (an actual ability that you click and buffs you occasionally, if memory serves).
Bump because Mr Frog seems to be reading the forums at the moment. 
I can confirm this problem still exists.
Oooh I finally found the problem! Look for this in an upcoming patch (not sure exactly when yet)
