The crash report/submit is coming up every time I log on and off, even when I didn't crash. Is there a way to turn it off?

here is a thread started in tech support with a quick fix proposed by TSR-joel, (haven't tried this yet)

the only solution i could see in that thread is unlikely to work for this problem, this is a problem caused by the last patch and only another patch can fix it.
