/loadoutscanner - which also lists current stat dispersion, then we can simply check ourselves and will also stop anyone from trying to find new ways to beat the system (which would then negatve and global reset).

How would the means to quickly check our own stats eradicate the problematic persons, at which this thread is aimed? How would that, in turn. negate the reset?
If I understand what Aquatium is saying correctly, he is suggesting that /loadoutscanner would scan the load of a targetted person and also list their stat dispersion thus showing if they are over 30 in a particular stat. People can then CCR the person and get the Dev's or CSR's to adjust the stats accordingly.
It's quite a long way round when I'm sure the Dev's or CSR's can simply do a search for any stats that are >30 and act on any person that comes up positive accordingly without fear of triggering any drama on DN1 or in game with the person(s) at the center of attention.
Mind you, if the Dev's were to do a database search with the intent of checking character's stats, I doubt they'd tell us anyway.

If you have proof someone has stats above 30 then report them to CS.
That's like someone using a third party program in a game to get an unfair advantage and then when you call them out on it, they say, "LOL U GOT PROOF?"
That's pretty ignorant, even for SOE standards in my opinion.
