Are there low level spawn like where siphon level starts at lv 20 was just wondering and if they drop those xp booster items?

Yes:
Basic Spawns: These spawns have a chance of appearing regardless of which tool you use.
- Gang Members: Typically Blackwoods or Furies, you will encounter a wave of 3 one-chevron gang members equal to your level, then a wave of 2 two-chevrons equal to your level, then finally a single three-chevron that is two levels above you.
- Loot: $info, code bits, code fragments, an Experience Code Amplifier, or a Portable Signal Booster.
- Loot: $info, code bits, code fragments, an Experience Code Amplifier, or a Portable Signal Booster.
- Other Exiles: Like the gang member spawns, you may also spawn several waves of Exiles, usually Lupines or Blood Drinkers. They work much like the gang member spawns in which you will get several waves of enemies of increasing difficulty.
- Loot: $info, code bits, code fragments, an Experience Code Amplifier, or a Portable Signal Booster.

- Security Programs: Usually spawns Tactical Security guards. Works similarly to the previous two spawns.

As you can see they all have a chance of dropping the tool that increases xp (the Experience Code Amplifier).
what are xp amplifiers and how do you use them and where do i find them and what level do you have to be.

Right click to use, find them in Data Clusters (see the Data Node guide), you can be any level less than 50.
On one of my lowbies, i'v had about 7-10 gang spawns and don't think i'v eva had an xp amp out of them 
Had the sentry spawn about 4-5 times and had the xp amp bar once. So what I'm wonderin is, does the data sentry spawn increase the chance of gettin 1 or is it just purely random?

I found it was usually specific spawns (Data Sentries) giving the XP boosts when I was leveling on Syntax... tapping in different neighborhoods also seems to have a significant effect on what types of spawns you get, even when using the same data tap. There were some places in International where the XP amps flowed like honey.
