I think there's some factions in both Zion and EPN that would be just fine with getting their own orgs, and not having to deal with everyone else's... well you get the idea SMILEY

((I think what bothers me OOC about EPN is just how bad the Kid and Shimada are as leader characters.  They're little more than glorified cheerleaders who can fight well.  Further, every time they've been challenged by the machines, cypherites, or anyone else on the use of code bombs or other such aggressive tactics, they back down, distance themselves from the perps, and whimper pathetically.  If EPN is to distinguish itself from Zion, it should use code bombs, it should attack the machines, and it should do this proudly and openly.  That's really the only way I could respect EPN as a truly different org, OOC-wise.))

Actually there was a worldwide broadcast by Veil, for every operative to come to South Vauxton, which caught up the attention of the mech operatives online, and then ones who chased us around. Yet when we were going to the One Zero construct the Mech operatives stayed and pvped around Vauxton, while the Cyphs got transported to One Zero and the mechs stayed behind, simple.
