I get what you're saying regarding it not being the use of an emote command.  I'm not an animator or 3D modelor so I can only guess at whats available to be used.

My guess is that the 3D model of the cigarette, including the part where it gets brighter as the Oracle puffs it, as well as the movement sequence where the Oracle raises her hand and smokes it have already been created in order to complete the chapter 1.2 cinematic.  I don't know why they'd throw the cigarette model and motion sequence out.

I'm further speculating that the existing 3D model and animation could be triggered to play by using a /slash command just as all emotes work now.

Hmm... possibly... depends on if the commands in animation software for the old cinematics are compatible with the game's engine. The 3D model should still be there...
It would make the game more lifelike (no smoking inside buildings... lol) but then would the implementation of this put SoE in a good light with the press?
I have a visions of headlins saying
'SoE encourages gamers to smoke...'

Well, I would say if I can shoot people and throw knives in their foreheads inside a building I should be able to smoke.  Spawn an agent if I smoke in there for awhile or something.

 We need this for the RP. 

We've got drug props, bomb props, anthrax props.  We don't see headlines about promoting drug use and terrorism.  As mentioned earlier we've got /suicide and /vomit, yet there are no headlines about SOE encouraging players to commit suicide or become bullemic (sp?). 

I wonder if Walrus could talk to some big tobacco companies like Phillip Morris or R.J. Reynolds and see if they want to use the in-game advertising or sponser a few animators and 3d people to make cinematics if we include more Oracle and other characters smoking.  We already have cigarette bluepill bill boards, how big a difference would this make?  They should talk to the same company that probably paid for the Oracle to smoke in the movies.

Cool, glad to hear another player is on board with the idea.  C'mon devs let's see some support!

I was also thinking it could be a consumable that gives a buff\debuff.  It could add a few points to concentration, determination, and initiative, maybe increase inner strength a little for 600 seconds.  It could decrease movement speed a few percent and have a % chance to dmg (burn hole) one of your clothing slots and knock a few points off your health every time you used it.  When the buff part wears off it could have a second debuff that activates and decreases concentration and a few points inner strength for a 300 seconds.  Perhaps we could have different versions with different buff\debuff combos.  You could bum one off the Oracle that gives 25% inner strength regen for 600 seconds or something.

They just need to change out the cookie\pill\stake\tactic booster\holy water\silver bullet icon for a cigarette icon and tie the smoking animation and cig model into it's use.

I'm on board with the /emote idea for realism. The buff/debuff, while sounding interesting they way you thought it out, is a bit much in my opinion. As an avid non-smoker I wouldn't use it but I'm sure there are those who would use the emote. I do wonder though, why it is only the oracle who smokes. We know that physical damage in the simulation is manifested in the real, perhaps the Operatives don't smoke as it will effect their health and effectiveness in and outside of the simulation.... It may be the reason why it's not in the game...

Yeah the consumable idea is too much development.  You're right the emote would be all we need.  It's mainly that it's an integral part of the story and a matter of artistic expression.

I think other characters did smoke in the films.  The twins were smoking a hookah in the Merv's restaurant when we first see them in reloaded.  Cypher smokes a cigar while meeting with Agent Smith to discuss his insertion back into the power plant. 

I also disagree that physical damage in the simulation from smoking would be manifested in the real.  Operatives "die" all the time.  A knife in the forehead or swift kick to the groin has got to be worse than enjoying a smoke to calm your nerves during war.  It wouldn't make sense bullets and all those things wouldn't be a problem in the real but smoking would.  That'd be like eating too much Merv cake makes you overweight in the real or being promiscuous gets a virus transmitted to you in the real.

Hmmm... forgot about the twins and Cypher's Cigar!

Perhaps you are right, I was thinking when Neo and Morpheus had their fight in the Dojo and Neo was bleeding in the real, it may be only the most intense pain that manifests itself in the real, but considering that mouse' body wasn't riddled with bullet holes in the real when he died, it just may be blood pressure bursting blood veins in weaker areas (nose/mouth etc...)

I'd like to see me not dying from moves that go through after the combatant is dead, rather than a /smoke emote.
