Sniper shot question

Player 1 is Level 50, player 2 is Level 50
Player 1 has 103% ballistic damage bonus, Player 2 has is at 0 ballistic damage resistance and standing
Maximum a sniper shot will do in that scenario is 2400 damage

by comparison, if player 2 was at 200+ resistance, the sniper shot would do 1290ish (forgot exact number)

umm, did she have anything like destroyer on her? that gives a pretty big hit to ballistic resistance. i've had times before where people have whined about high damage and i'm like, you prolly had destroyer on you.
