What I see here: Seraph, a helicopter -known to be in the Generals resources-, a hand like only Niobe has, a second hand which is neither the Generals nor Ghosts, Might be an Xtra... The Back ground looks to me like It's downtown.
The Story: The Agents started Phase two, Niobe, Satie, Seraph, Ghost etc. are no longer save, they try to escape in the helicopter, Seraph boards the helicopter at the very last moment... Fade to the code...

The Agents started Phase 2? *raises an eyebrow* Well I don't really see how that jeopardises any of those you mentioned. I doubt Phase 2 is an eradication of Exiles, in fact I'm more inclined to believe it is the destruction of the General.
But you're right about the picture, doesn't look like the hands are "aggressive". It looks more like they are going "There he is! wow, he made it!"

Watever it is guna be looks exciting and gr8. U can see why they switched Cine style though wuldve taken em ages to do in the old style.
