How good is the Hacking ability on offense, and which one is the strongest branch on the hacker tree? Also, is it true that the hacker tree been nerfed so bad that you can't use it when soloing?

I can solo missions rather easy. I normally load Ballista or Howitzer, both with a mix of Despoiler. Lately I have been loading several DoTs and seeing how many I can put on ppl. It's funny to watch someone die from a DoT after I die, especially when they try to HJ away. Logic Cannon 2 and Code Nuke 3 can do really nice damage after Insidious Code and Overclock is used. I haven't really messed around with Ravager or Network Attacker trees though. I have used portions of those trees to help MA/GM while they are in IL which worked really well.

From my experience as a hacker, ravager is the way to go for straight out high DoT
if you mix in a good combination of passive buffs the dots will really do some damage to your enemy.
howitzer is good if your running missions with player who are a few levels lower than you as with a decent accuracy stat and overclock you can pretty much clear a room in a few shots.
destroyer is god if you have MA's with you as they will do ncreased damage against the debuffed target.
Balista is the best for straight up damage, it is basicaly the one to load if you plan on goin toe to toe with enemies, and is also good mixed with other trees , like ravager or howitzer, for its accuracy buff.

Hacker if used right is a powerful tree still, it has some of the best abilites to counter and aide other trees too.
Ballista is a great damage dealing tree, and things like howitzer are great for group attacks or farming large number of npc's that are gathered.
Look at the passive buffs trees give also to get a good loadout setup.
As for solo, a hacker can take on any tree, you will find though IL loadouts seem to be ones to watch out for.
Howitzer can solo a box 4. Not nerfed, just have to use it right.
a ravager can solo the TM <-- :p
also it helps agianst higher level enemies if you have a ravager on your team, with their DoT's canceling out the enemies health regen.
And destroy health is the single most usefull ability of the raveger tree after its dot attacks, used at the right point it will lower the enemies health and their healthe regen by 20% for a few seconds, meaning you can lay into an allready weakend opponent with DoT's that they wont be able to recover from

meta if yer gonna take up the hacker tree, you'd better lvl it to max and stat for it because when I tried to use hacker with a 50 you need full viral accuracy to have a good chance of hitting an MA.
