This can happen if your graphics drivers are not detected properly, if the DLL files have become corrupted, or if the client is being cranky.
Firstly, make sure you have rebooted your computer. Then, start up the game and toggle a Full System Check from both the EULA screen, and the login window.
If this does not resolve the issue, try going into your game directory (usually C:\Program Files\monolith Productions\The Matrix Online\) and delete the following files:
client.dll, artpclnt.dll, binkw32.dll, msvcp71.dll, msvcr71.dll, patchw32.dll, autoexec.cfg, options.cfg, useropts.cfg,matrix.exe.
Now, start the game and toggle the Full System Check from both the EULA screen, and the login window.
