This sounds like a network issue, not a hardware problem. The most likely cause is a router. If you connect to the Internet, make sure you have forwarded ports according to phi's post. You may also want to try removing this router temporarily and then try to replicate the issue without the router.
If you use a software firewall, try disabling it before you play. Remember to disable the actual firewall, and not just the security center that monitors the status of your security software (such as McAfee, Norton, and Windows provides).
If none of this helps, please try the network tests explained here, and post the information. Please do these tests without the router installed or the firewall on to make sure nothing interferes with the test.
