My guess would be that with the new combat system the whole thing about auto attacks in interlock are pretty random and when you spam abilities they usually have a sort of temp buff that make them hit. Like if you have speed on you have a 10% chance to hit, which would go more towards a special than towards an auto attack in my guess. In my experiences you hit with specials alot more than with auto attacks no matter what the lvl your fighting. I have faught NPC's and players up to 20 lvls under me and no matter what they always get auto attacks in. But my specials almost never miss. That's just what I think.

My specials miss quite a bit. Enough for me to have to run away while doing medium missions. (Just happened two minutes ago, missed two specials in a row, then hit one, then missed another one.) Maybe its because the NPCs were too high  a level? I'm not sure.) But to relate this to the PvP section, if I miss this much with NPCs I think I would miss even more against a player right?

Heh my specials miss all the time. Especially sneak attacks. When I try to suplex or leg sweep the level 48 NPCs around Creston, about 7 times out of 10 they block it and own me.

EDIT: Opps I guess this should go in PVE forum.

The way I've refered to spamming specials has been:

When in Interlock against a Howitzer or Ballista they can throw up specials two out of every three rounds for minimal IS costs. The best way to guard against that (in addition to a high defense) is to continusly use specials. This forces Zero-Sum Combat (Accuracy versus Accuracy) and with the fact that Viral attacks have an accuracy penalty in Interlock dependent on their level... you can block most of their attacks with your own rather then just relying on your Defense, or at the very least force them to go to their lower-level specials, which both makes them less IS effecient and do less damage, thus protecting your team from that nasty Interlock Howitzer.

The IL Special Spam in a nutshell.
