Is armor affecting Heals as of Update 10?

I remember HCFrog saying that armor was affecting the amount healed, but I'm not sure if its been fixed yet.

Mainly I'm just trying to figure out if I should draw conclusions based on my healing power after today's PvP Test Event or not .

Armor (buffed clothes) never affected heals it seems like it was the level-based damage resistance that was doing it, regardless, the latest information we have is in the post at the link below. Basically, it's fixed, but it won't be until the next patch that the fix shows up to us.
