Hello I want to understand if this is a bug or it is intended to be as it currently is.

If you have a UM to buff you while you're a spy with sneak, the Movement Accelerator 3.0 should grant you 10% sneak movement / 40-45% Movement, But if you got the buff and go sneak it goes off. If you're sneaked near UM, he cannot give it to you.

So is the 10%sneak movement buff deprecated or it is a bug?

To prevent a miasma exploit or something, all "aura" abilities are deactivated when you start spying. I don't think movement accelerator falls into that category though.
