Where is he? According to the prima guide he should be in Edgewater but he's nowhere to be found, any clue? Is Edgewater contact-less?

Ive been lookin for the same dude i have the guide too lol but i havent found him either i was thinking of checkin in the districts nest to the area where he should be....
The Bartender is a she, and if I remember correctly she's in Club Noir on the lower balcony. Just head up the stairs, you can't miss her.

In her fourth and fifth mission, you get to meet two key Merv characters. I guess if you do them near Club Hel, you get taken there, but I didn't do that so I'm not sure.
