This setting requires editing your optional useropts.cfg file. For more about the useropts.cfg, see this post.

CameraHeightOffsetSitChair = 0.35
The above is the default value telling the game how high to position the camera when sitting on a chair or couch. You may have noticed that usually your character's head kind of gets in the way of looking around when sitting down. Worse yet, the camera gets stuck up close to your head while sitting in certain club chairs and couches.
The workaround for that is to put the following in your useropts.cfg:
CameraHeightOffsetSitChair = 0.8
That moves the sitting camera up high enough that it doesn't get stuck inside the seat's bounding box, and you'll be able to move it around freely.
This change will be made permanent (in the autoexec.cfg) in an upcoming patch, pending approval by QA. But until then, you can override it with the above setting in useropts.
By the way, let me know if you find any chairs/couches that still get your camera stuck with that 0.8 setting.
