Well, I'm sorry but Agents no longer spawn for me. So I hope they do for you, cause otherwise... bah! ... How are you going to fight them if you AREN'T a level 45+????!!?! 0.o
If you have all the access nodes, you can easily still get Agents to chase you by doing a mission, aborting, waiting a few minutes, then running out while he's spawning, and lead him anywhere. I've done that several times in Mara for fun.
