I found the collector for Zion in front of the SS church, but I have completed archive mission tokens and he's looking for weapon code discs and wont take my token. Is there someone else I'm missing in the area?

I have been looking around and cant find where to turn in the finished archive mission tokens. I saw in a thread where they said to go to Sobra shores church but could not find anyone there to do it. Do I have to complete all the chapters...
