I had trouble getting 7's too, so I did some shopping around. I found an Item vendor (Alsaud, close to Mara C), and decompiled a couple of each item there. I found that Data Node Locator Handheld gave quite a few, sometimes up to 3 at once.

I think we should just have tattoo and parlors and hair stylist shops in-game. =P If it IS modeled after a real city, there's bound to be some building out there that can be suited for that, or just stick them outside with the other vendor...
