I think it used to be like that, but now I believe you can team recall anywhere. You just cant recall a person that is in a different section of town than you are (ie- to recall in downtown both people must be in downtown).

Have you ever noticed that some areas are restricted? That if you hang out too long an agent may appear and kill you? Each of those restricted areas has an "Access node" in it. What you must do is aquire an access key(please see above link...
