Can anybody tell me how epn factions are started? How do you get the epn behind the faction name?

Character copy to test server
does anybody know the fix if a character will not copy over to the test server? I have tried several times with no luck, yet I am not getting any error messages. I am not getting any messages at all. Thanks for the help!

Anybody know where I can get a listing of all the Vendors and where there located. I looked on stratics.com and mxovault.com but nobody seems to have a list of vendors.
