I have been trying to get the Access Node Key for Union Hill for over 6 months now.
I know "Big Dog" Boss is supposed to be in Lamar at 555 -18 -216 but he never spawns.
I kill all of the NPCs in the area and wait for respawn... still no Big Dog.
I thought if I just keep returning he might be there after a server reset... no luck.

I think he has 2 locations that he randomly switches between.
I don't remember exactly but if im not mistaken its the one inbetween the buildings (i know so specific but its kind of a square) and then in the construction bit corner.
He's right around the corner from the hardline that's right next to a subway entrance (Lamar N I believe). I've never had trouble with him spawning in that area, but I do know there are wrong coords for him floating around.
maybe i was confused...
I got the RSI from the Dog and he is around the corner. If not, kill his gang members standing around, they sometimes drop the access key too.

There is at least one "list" that has Big dog in the wrong place, hence the confusion.
That list was written before Big Dog had been introduced to the district, hence the best way to farm access keys was to go to that construction area (Generally lots of NPC's there) and kill everyone there.
