Almost every outdoor npc is on speed?

It seems a bit unrealistic that every npc in the game is always shooting at you with speed tactics on...I would think it would bebetter to have that be a random variable to mix things up a bit...

So thats how all those NPCs always look so ripped and in shape.

Maybe it's set to speed, so that the npc's have a greater chance to hit?

I know it gives them a greater chance to hit but it's unrealistic....It also makes them have less defense..I'm just thinking of it feeling more real..I missions where you actually have to worry about other hypers other than dodge.

At this point in the game I'd think we'd have more than the usual baddies shooting bang bang with a gun on blue tacs all the time ;p

There are gangs in Westview and other places around that are using hacker abilities and not just a gun.

Mayne they are just thick?

Speed is the default tactic not just for NPCs but for PCs too.  NPCs are somewhat less likely to change tactics than PCs but they still do.
